Hmmm . . . wonder what happened.
No one knows, and I mean NO ONE. Details are not yet out, and what we do know is that the FCC has made some verbal (i.e. unenforceable) promises about forbearance (re. rates).
The fundamental idea was that everyone on the Internet should have the same broadcast and reception speed. Sound simple? But there is so much stuff in this bill, it’s as big a mess as ACA.
Prediction: This thing will be fought in Congress and the courts for many years.
